With a raster image opened in layered mode, go to main menu and click on Layer->Configure layer effect. The following window appears (the actual content of the window may differ depending on the active effects):
The image above shows a layer with 2 effect active: drop shadow and bevel. This is possible, because Sequence operation is selected in the Operation box in by the upper edge of the window. (Actually, as a side note, the bevel operation should precede the drop shadow, because they are applied in the given order and this way, the application would attempt to bevel the added shadow as well.)
To assign an operation as a layer effect, simply select it in the Operation box in the upper part of the window and then configure it. Make sure to select a sensible operation. While you can choose any of the installed operations, some of them would have no effect and some may even do harm (for example Print image operation would attempt to print the layer each time you looked at it, which is hardly something you want).
If you want to use more than one filter, select the Sequence operation and then add the individual steps. Resize the window if necessary.
Selected operations are optimized for usage as layer effects (drop shadow, bevel, fill, color adjustments, grayscale, and glow). You may experience lower performance if you use different operations as layer effects and are working with large images.
The buttons by the top of the configuration window allow you to copy or paste the entire layer effect to clipboard and to import or export it to your hard drive to share or re-use.
Some of the RealWorld Designer-based application come with the tagged storage plug-in pre-installed. If this is the case, you may find a couple of often used layer effects in the tagged library under the effect tag.

So I have the program but the configure layer options isnt available why is this?
In the latest version, it is called "Modify style..."

How do you apply these effects to multiple animation frames?
Selecting all frames and altering the layer effect, only changes the first frame.
You can copy the style after right-clicking on a layer and then paste them.
