I use Paint.net [ http://www.getpaint.net/index.html ] to do my cursors and icons. It is free to download. I have not used the program offered on this site, sorry, can't tell you anything about that. What I can tell you is that if you plan on using paint.net, you'll need to get the plug in to allow it to do cursors and icons.
