You currently cannot open SVG files in RWPaint, you can only export to SVG and it only works for some shapes. SVG is mostrouysly complex and not really compatible with the internal format of RWPaint, it differ in gradient handling, stroke/fill habdling and layer styles. Some rudimentary support for import may come one day.
