Won't work for me. I try to change something to my custom cursor and it thinks it's a regular white cursor. Already done things like this

This is how you can apply cursors.
To change cursors go to Start Menu 
Control Panel Change desktop background Change mouse pointer Select your cursor Click Apply and Ok and leave the window.
Or: Go to the desktop Right Click Appearance and Customization Change Mouse pointer on the dropdown, look for your cursor. Click the scheme you want Click OK
