Image to Icon

I generate images in BMP or JPG format and I need to convert them to 16x16 pixel images in BMP, I am having a hard time to do this.
Can somebody please help me?

What software are you using and what have you already tried?

In general, image editors have a resize (or resample function) that can change the dimensions of any image.
