Parameter does not appear to be a jpg image or folder: 1

I get this error when shelling out of an Access application and yet the file selected is indeed a JPG image.

Any ideas?

It could either be a .jpg in CMYK color space or it really is not a .jpg file. The file extension is not always correct.
