It is not meant to be resized, but you can do it manually...

Load the cursor into RWC Editor > Go to Cursor > Change Size... > Set "Method" to "Crop" > Make the Canvas Size BIGGER than 32 (not smaller), so for example 40.

Now when you load the cursor either by saving it, or by using Cursor > Use Current For > Normal Select.
Windows will resize the 40x40 cursor down to 32x32 pixels, making it smaller.
