Why do my cursors default to a 32x32 size when I make them using a 32x48 resolution using the sizing feature? I am using Windows 7 which should enable this to happen.

No, cursor sizes are fixed in all Windows versions. In Windows 7, the new thing is, that the new *fixed* size depends on selected DPI scaling.

If you need to create a cusor for WEB PAGES any size is possible, but not with rw designer, which limits the size to 32/48 pixels. That's why this tool is not helpful to me.

Well, it does not limit the size to 32 and 48, that are just the presets. Feel free to type any number up to 255 into the size box if that is what you want and you are aware of the consequences.

IF..
There's excess "canvas" - transparent pixels - beyond the cursor image.
AND..
You can find a way to crop or change the size the canvas (without affecting image).
THEN..
Windows resizing it to 32x32 effectively enlarges the image - very slightly.

DPI settings can be found in Display Settings > Advanced... tho I forget the exact path I used in XP.
In Windows 10, it now appears as "set a custom scaling level (not recommended)" and only shows % in relation to 'normal', not the related DPI setting.

That being said, and DPI can change the sizes of some things, I'm not convinced it changes the size of mouse cursor. Reducing Screen Resolution does, but; Who wants that?

The above process (cropping excess canvas) I can do in GIF format, for an animated cursor.
Possibly a better result might be had by scaling up the image(s) to fill 32x32 exactly and, if/as necessary, adjusting colour of some pixels.

*BUT*..
Saving a GIF as an ANI file doesn't seem to work. 😞

Couple of corrections:

Using Create > Create from Image from launch screen can indeed convert GIF to ANI successfully.

Custom Scaling at 150% makes cursor 48x48. I don't know what that equates to in DPI; Windows 10 doesn't say.
Would be ok if it didn't increase the size of *everything*.

150% is supposed to be 144dpi, but it of course depends on the size of the display

Outdated information, just set the registry entry HKCU:\Control Panel\Cursors\CursorBaseSize to anything above 32 and call SystemParametersInfo in user32.dll to refresh (or restart). I've written a power shell script that lets me
change cursor scheme and size with 2 clicks...

Would love if tools like this would be more flexible at cursor size too...
1. Don't assume cursor having aspect ratio 1:1
2. Don't limit size to 256, 512 or anything rather the technical limit (2^8 for .cur, 2^32 for .ani)

Although the default options only allow you to change the size to 32 and 48 pixels, the most commonly used sizes these days, you can actually change to another format by just typing the number in the first field. If you dont want a square, type both numbers like "24x40". I would not use sizes above 255, because there is just 1 byte in the .cur and .ani files that specifies dimension, so the file would be invalid.

SOLUTION: TO CHANGE THE CURSOR SIZE, CREATE A NEW FILE AND ON THE RIGHT OF THE SCREEN THERE IS AN OPTION: "CANVAS SIZE". DOUBLE CLICK ON THE DROPDOWN MENU AND TYPE IN THE SIZE YOU WANT LIKE THIS: 64x64 FOR A CANVAS WITH 64 BY 64 PIXELS! 😁
